
Kampala, 5 September 2025 (SPS) - The public lecture on Pan-Africanism, hosted by the International University in the Ugandan capital, Kampala, culminated in the issuance of the Kampala Declaration.
The declaration categorically condemned the illegal occupation of Western Sahara by Morocco, considering it a gross violation of international law and an infringement upon the inalienable right of the Sahrawi people to self-determination, sovereignty, and independence.

"Kampala Declaration on Pan-Africanism, Nationalism, and Justice for Western Sahara
Issued on Thursday, 4th September 2025, at Kampala International University, Uganda
We, the participants of the Pan-Africanism Public Lecture held under the theme “Beyond Borders: Pan Africanism, Nationalism, and the Quest for Justice in Western Sahara”, convened at Kampala International University and organized in partnership by the African Youth Congress, the Uganda Solidarity Movement with Western Sahara, and Kampala International University, comprising a minister of Government, leaders of the National Resistance Movement, Ambassadors and representatives of the diplomatic corps alongside other envoys, political leaders, activists, representatives of civil society, leaders of non-governmental organizations, university guild presidents from across Uganda, and students, hereby adopt and proclaim the following Declaration.
We categorically condemn the continued and illegal occupation of Western Sahara by the Kingdom of Morocco, which constitutes a gross violation of international law and an affront to the inalienable right of the Sahrawi people to self-determination, sovereignty, and independence. The occupation of Western Sahara remains one of the last vestiges of colonial injustice on the African continent, and it is incumbent upon us as Pan-Africanists, nationalists, and defenders of justice to call for its immediate end.
We therefore demand the total and unconditional liberation of Western Sahara and stand in unwavering solidarity with the Sahrawi Arab Democratic Republic (SADR) in their just and legitimate struggle for freedom. We further call upon the African Union, the United Nations, and all progressive governments to intensify pressure on Morocco to withdraw its occupation forces and to respect the resolutions of international law that affirm the sovereignty of Western Sahara.
In the same spirit, we denounce the continued imperialist aggression against the people and Government of Venezuela. We strongly condemn the illegal actions, sanctions, threats, and acts of interference by the United States of America and its allies which seek to undermine the sovereignty and independence of Venezuela. The imposition of unilateral coercive measures and political destabilization campaigns against Venezuela represent a clear violation of the principles of international law and the right of peoples to self-determination.
We therefore demand the lifting of all sanctions, the cessation of threats, and the immediate end of all forms of external interference in Venezuela’s internal affairs. We express our full solidarity with the Bolivarian Revolution and the people of Venezuela in their quest to safeguard independence, social justice, and the dignity of their nation.
We further acknowledge and commend the efforts of the Caribbean nations who continue to stand firm against imperialist domination and to build solidarity with Africa and other oppressed peoples across the world. Their courage, resilience, and commitment to the struggle for justice is a continuation of the shared historical struggle of peoples of African descent and the wider Global South against slavery, colonialism, and neo-colonialism. We encourage deeper cooperation between Africa, the Caribbean, and Latin America as a united front against imperialism, recognizing that our unity is our greatest strength in resisting domination and building a just international order.
This gathering reaffirms that the liberation of Africa is incomplete until all African peoples enjoy full independence and sovereignty. The occupation of Western Sahara is a reminder that the Pan-African struggle is ongoing, and it compels us to strengthen African cooperation in political, economic, scientific, cultural, and security spheres so that no African nation or people remains vulnerable to imperialism and external control. We stress that African unity is the foundation of true liberation, and that only through integration, solidarity, and collective effort shall the continent attain its rightful place of dignity, peace, and prosperity among the nations of the world.
We take this opportunity to extend our profound gratitude to His
Excellency Yoweri Kaguta Museveni, the National Resistance
Movement, and the Government of Uganda for their historic and consistent role in advancing the Pan-African cause, and in particular for their unwavering support towards the liberation of Western Sahara. Uganda has remained a frontline state in the struggle for African independence and integration, and its leadership continues to inspire the continent towards the realization of total liberation.
As participants in this Pan-Africanist gathering, we commit ourselves to actively advancing the struggle against imperialism, colonialism, and foreign domination in all its forms. We pledge to mobilize youth, students, civil society, and communities to strengthen solidarity networks and to push forward the liberation of Western Sahara and other oppressed peoples globally.
We propose and suggest that more of such deliberative and consequential forums be held not only here in Uganda but across the African continent. We affirm that the spirit of Pan-Africanism, nationalism, and international solidarity remains alive, and that it shall guide our collective efforts until the liberation of Western Sahara is achieved, Venezuela is free from external aggression, Africa is united, and all peoples live in dignity and justice.
