Shaheed El Hafed, April 29, 2026 (SPS) – The proceedings of the spring session of the Sahrawi National Council began on Wednesday morning at the Council’s headquarters, chaired by the member of the National Secretariat, President of the National Council, Bashir Mustapha Sayed, in the presence of members of both the legislative and executive bodies, as well as representatives of the General Staff of the Army, the Advisory Council, the political organization, mass organizations, and national execitives and professionals.
During the opening session, members of the National Council approved the session’s agenda, which had been prepared in consultation with the government, within a national and international context marked by multiple challenges requiring strengthened national readiness and intensified coordination among various institutions to improve performance and respond to citizens’ concerns.
In his address on the occasion, the President of the National Council emphasized the particular importance of this session given the nature of the current phase and the need for comprehensive mobilization and genuine integration between the legislative and executive authorities. He highlighted that the agenda focuses on several key areas, including strengthening recruitment and internal mobilization, improving management and service delivery—especially in the fields of security, price regulation, and protecting purchasing power—as well as addressing shortcomings observed in some basic services such as water and food. He stressed that the session would serve as an opportunity to find practical solutions capable of achieving tangible improvements in citizens’ lives and strengthening trust in institutions.
The session’s agenda also includes the organization of study days on priority national issues, with the participation of various sectors, aimed at discussing current concerns and proposing ways to address them. It also includes the scheduling of lectures, open and solidarity days to strengthen national engagement, as well as legal and institutional awareness days led by specialists, in addition to activities aimed at promoting cooperation and integration agreements, particularly within the African space.
For his part, the Prime Minister, member of the National Secretariat, Bouchraya Hammoudi Bayoun, affirmed the government’s full readiness to positively engage with all aspects of the session’s agenda and to contribute to enriching its content in a way that ensures the required complementarity between governmental and oversight work. He also stressed that the government is open to all initiatives and proposals that could improve performance and address the issues raised, particularly those directly affecting citizens’ lives.
He further emphasized the importance of strengthening continuous coordination with the National Council, in a way that contributes to improving the quality of services and reinforcing trust in state institutions.
The work of the National Council’s spring session will continue over a period of two months, in accordance with the organic law governing the Council’s functioning and its working relationship with the government.
