National Council, June 20, 2026 (SPS) – A plenary session was held on Saturday at the headquarters of the National Council, dedicated to a lecture entitled "Introduction to Law."
The session was attended by the member of the National Secretariat, President of the National Council, Mr. Bachir Mustapha Sayed, along with members of the National Council, as part of the proceedings of the Council's spring session.
At the opening of the session, the President of the National Council stressed the great importance of law in state-building and the organization of societies, as it provides the framework that defines rights and duties, regulates relations between individuals and institutions, and contributes to the consolidation of the principles of justice and the rule of law.
The National Council’s legal adviser, Mr. Hamdi Khalili, delivered a lecture addressing the fundamental concepts of law, reviewing its definition, functions, and role in regulating both public and private life within society.
The lecturer also discussed the evolution of law throughout the stages of human history, from the emergence of human societies to the development of legal rules aimed at meeting human needs and regulating social, political, and economic relations.
The lecture further examined the legal rule as the foundation upon which various legislations are built, explaining its characteristics and its role in regulating individual behavior within society and protecting individual and collective rights and freedoms.
In addition, the lecturer reviewed the nature of the state's system of governance and the competencies of the main branches of government: the legislative, executive, and judicial authorities.
The lecture witnessed active discussion and engagement from members of the National Council, providing an opportunity to deepen knowledge of legal concepts and enhance legislative and oversight performance.
