Algiers, February 20, 2026 (SPS) – The book Western Sahara: A State and a Colony was presented by its authors, Manfred Heinz, Professor of Law at the University of Bremen in Germany, and Ahmed Sidi Ali, Legal Adviser to the Presidency of the Sahrawi Republic, at the Arab Cultural Center Ben M’hidi in Algiers.

The event was attended by a member of the National Secretariat, Ambassador to Algeria, Khatri Addouh, as well as political figures, party leaders, parliamentarians, representatives of associations, and supporters of the Sahrawi cause, including activist Claude Mangin Asfari.

The authors discussed the content of this English-language publication, highlighting information on the development of Sahrawi state institutions, particularly in the legal field, amid the struggle for liberation and state-building led by the Sahrawi people in pursuit of their legitimate right to freedom and independence under the leadership of their legitimate representative, the Polisario Front, against Moroccan expansionist occupation.

The German author pointed out that the foundations of the Sahrawi state were established with all the structures expected of any other state, adding that the book focuses on the development of the Sahrawi Constitution and its conformity with the constitutions of countries around the world.

The German co-author and the Sahrawi legal adviser also referred to excerpts from rulings issued by the Court of Justice of the European Union, a summary of the judgment delivered by the African Court on Human and Peoples’ Rights, as well as a summary of the decision by the Port Elizabeth court in South Africa, which ordered the seizure of a shipment of phosphate taken from the occupied part of Western Sahara.

The book also includes a list of countries recognizing the Sahrawi Republic, as well as the international agreements signed by the Sahrawi state within the framework of its commitments, partnerships, and cooperation.
