The agreement was signed by the rector of the University of Oviedo, Santiago García Granda, the rector of the University of Tifariti, Jatari Anda-La Ahmed Salem, and Yahya Edjil, Saharawi delegate for Asturia.
the ceremony were attended  by  the Saharawi Minister of Education, Bucharaya Bayun, the Vice Chancellor Vice-Rector for University Extension and International Projection, Francisco José Borge López and the President of the Asturian Association of Support for the Saharawi People, Albert Suárez.
For the signatory parties, the project implies a clear commitment of the two academic institutions to continue building bridges and strengthening the ties between the Saharawi people and the Spanish people.
Santiago García Granda points out that this agreement responds to the need to assume a historical responsibility with Western Sahara and that the Asturian university will do everything possible to contribute to the training of Saharawi youth. "Hopefully it contributes to the formation of the Saharawi people and to a solution to a problem that has been going on for so many years," the university's rectorate emphasized.SPS
