SPS An African support to the AU Commission report on the Western Sahara
|
Banjul, 30/06/2006 (SPS) African countries expressed their support to the report on the Western Sahara, presented by the AU Commission, which remains "concerned" in front of the persistent impasse that the peace process is facing, "what causes frustration to the people of the Western Sahara", reported the Algerian Press Service, APS, on Thursday.
The pertinence of this report that was presented to the African Council of Ministers by the President of the AU Commission, Mr. Alpha Oumar Konaré, was stressed by the Algerian Minister delegated in charge of the Maghreb and African Affairs, Mr. Abdelkader Messahel, who recalled that the question of the Western Sahara is on the agenda of the UN since 1962 under the Chapter 11 of the UN Charter.
Mr. Messahel also underlined that the Non-Self-Governing territory undergoes "a foreign occupation", which nature was clearly stressed in the 2002 UN legal opinion on the Subject.
This legal opinion, it should be recalled, especially stressed that the "the question of the Western Sahara is a decolonisation question that comes under the resolution 1514 and that Morocco is an occupying power".
Moreover, the AU Commission report underlines that the situation of the peace process in the Western Sahara "deserves bigger attention from the international community, which must act urgently to enable the people of the Western Sahara to exercise their right to self-determination conforming to the international legality and to the pertinent UN Security Council’s resolutions".
On another hand, Senegal, it was indicated attempted to question the part of the report regarding the Western Sahara, but "this attempt did not fin echo with the AU Council of Ministers to whom the report was presented despite of the non-convincing support of Gabon, le Tchad et le Burkina Faso".
"The isolation of Senegal was further noted because the Saharawi question was supported by many countries, including Uganda, South Africa, Botswana, Zimbabwe, Tanzania and Namibia, which strongly reiterated their support to the self-determination of the people of the Western Sahara", it was added.
In the same respect, Mr. Messahel recalled that "because it represents the international legality, the question of the Western Sahara interpellates all African countries especially that all these countries are in the end the “sons” of the same resolution 1514 on the right of the peoples to the self-determination".
The report also stressed the fact that "the confrontation between the Moroccan forces and the pro-independence Saharawi human rights activists is still dominant". (SPS)
