attempt that aims at avoiding Saharawi people's right” to
self-determination and independence

Lahlou (liberated territory), 29/12/04 (SPS) Polisario Front
national secretariat (NS) reiterated Tuesday in Bir Lahlou its
rejection of "any attempt that to self-determination and independence,
hailing the adoption by the Security Council of the resolution 1570 and
noting with satisfaction the adoption by the UN's 59th General Assembly
of its new resolution on the decolonisation of Western Sahara, reported
a communiqué by the highest national political Body, publicised
Tuesday.
Holding its 3rd ordinary session Tuesday under the chairmanship of the
Secretary General of Polisario Front and Head of the Saharawi State,
Mohamed Abdelaziz, the NS declared that "any attempt that aims at
avoiding Saharawi people's right to express themselves, through a
referendum, can only be devoted to failure", considering that the Baker
Plan remains the "optimum solution for the settlement of the
Morocco-Saharawi conflict".

"COMMUNIQUE
OF POLISARIO FRONT NATIONAL SECRETARIAT'S THIRD ORDINARRY SESSION
Polisario Front
national secretariat's third ordinary was held in the 28 December 2004
under the chairmanship of Mr. Mohamed Abdelaziz, Secretary General of
the Front and Head of the State, so as to evaluate the programmes of
the year and to decide over those of next year, aiming at reinforcing
and strengthening Saharawi people's resistance and struggle to recover
its inalienable rights to self-determination and independence.
In this respect,
the National Secretariat (NS) expressed its satisfaction with the
functioning of the Saharawi national institutions in the execution of
the programme of the Government, which was approved by the National
Council (Parliament), as well as with the success of the local
elections. The NS also salute, in particular, the heroic struggle of
the Saharawi population against Moroccan colonial forces oppression and
repression, in occupied territories. Concerning the
food situation in the Saharawi refugees' camps, the NS would like to
draw the attention on the deficiency in this field. The execution of
the programme of aid knows a serious delay, in fact, what increases the
precocity of the refugees’ life's conditions. Thus, the NS launches an
urgent appeal for help to the international community so as to
alleviate a situation which is increasingly getting worse and which was
added to the negative effects of the migratory Locust on the region.
Tackling the
efforts deployed by the international community aimed at achieving the
decolonisation of Western Sahara, the NS noted with satisfaction the
adoption by the Security Council of its resolution 1570 and the other
resolution recently adopted by the UN's 59th General Assembly. Thus the
international community reaffirms its support to the "Peace Plan for
the self-determination of the People of Western Sahara", as an optimum
solution for the settlement of the Morocco-Saharawi conflict. What
means that any attempt that aims at avoiding Saharawi people's right to
express them-selves, through a referendum, can only be devoted to
failure.
In the framework
of its evaluation of the situation in the region, and after having
reaffirmed the availability of the Polisario Front to continue
cooperating with the UN, the NS draws the attention on the
deterioration of the situation due to the official and public denial of
the Moroccan Government of the commitments it took on with the
international community since 1981.
The dangerous and
irresponsible position adopted by Morocco in its September 2004
memorandum constitutes a real defiance to the international community
and a hindrance to the efforts deployed by the latter, for decades, to
peacefully resolve the conflict. This policy blows such efforts the UN
hardly reached and opens ways to any kind of drifting in the region of
the Maghreb. The NS, nonetheless, hails the positions expressed by some
Moroccan political forces, personalities and Press for their courageous
support to the Saharawi people legitimate right to self-determination.
Polisario Front's
NS would also like to express, on behalf of the Saharawi people, its
gratitude to Algeria and to His Excellency President Abdelaziz
Bouteflika for their policy of principle in favour of Saharawi people's
national rights. This position proves the attachment of the great
Algerian people to the sacred values that had inspired and guided its
heroic struggle for its national liberation.
The NS salutes
South Africa's recognition of SADR. This act constitutes an important
contribution to the struggle for peace and freedom and interprets the
attachment of this great country to the most cherished principles and
values to Africa, to name people's right to self-determination and the
respect to the inherited borders after the independence.
The NS highly
appreciates the visit of State undertaken by His Excellency Joachim A.
Chissano, which participates to the development of the
Mozambico-Sahraoui relations of solidarity and cooperation. The NS also
felicitates itself with the success of the 30th Conference of the
European Coordination of the Committees of Solidarity with the Saharawi
People (EUCOCO), which took place in Saragossa in Spain the 26, 27 and
28 November 2004.
Referring to the
Hispano-Saharawi relations, the NS would like to recall the historical
responsibilities of Spain in the decolonisation of Western Sahara. It
highly appreciates the solidarity expressed by the Spanish peoples and
civil society, and also hails, in this occasion, the adoption by the
Spanish Congress and Senate of resolutions that support Saharawi
people's inalienable rights.
The calls the
Spanish Government to adopt a clear and coherent attitude on the
conflict by resolutely supporting the "Peace Plan for the
self-determination of the people of Western Sahara" adopted in Security
Council's resolution 1495.
The NS deplores
the persistence of the French Government in its alignment on the
Moroccan expansionist thesis. A position that spoils the image of a
Security Council's member who should be concerned, for many reasons,
with the stability, security and prosperity of all the peoples of the
region with no exclusion. France must stop encouraging Morocco in its
intransigence and rebellion against the United Nations and the world.
The NS would also
like to express its saddest condolences to the Governments and families
of the victims of the terrible earthquakes that stroke the coasts of
the countries of Asian South-East and African East. It would also like
to express its best wishes to the Saharawi people and to the people of
the world on the occasion of the festivities of the new year
(Christmas), hoping that 2005 be carrier of peace, justice, freedom and

SPS SADR/MOZAMBIQUE/WISHES The President of the Republic
addresses a message of congratulations to his Mozambican counterpart

The President of the Republic, Mohamed Abdelaziz, addressed a message
of congratulation to the new Mozambican President, Armando Emilio
Guebuza, who won the presidential election that took place last
December the 1 and 2, reported a letter addresses by the Head of the
State to his Mozambican counterpart.
Congratulating his Mozambican counterpart for having won the
presidential elections, the Head of the State estimated that "this
victory is a great success to Mozambique, to all the just causes in the
world as well as a great triumph to great ideals of freedom,
independence, justice and peace".
The President of the Republic reiterated the will of his country "to
reinforce the links of friendship and solidarity between our
Governments, Parties and peoples".
President Abdelaziz had recently received the former Mozambican
President, M. Joaquim Alberto Chissano, who undertook an official visit
"of friendship, solidarity and work" last December the 12, 2004, the
first of its kind by a Mozambican President to SADR, it should be
recalled.
The President of the Republic gave the eminent Mozambican guest the
Medal of The Republic (the highest National honorific Medal), "in
recognition and gratitude for his indefectible support and his people's
to the Saharawi cause". The President offered him then a camel as a
signal of gratitude and hospitality
Mozambique supports Saharawi people, who is struggling for its right to
self-determination and independence", underlined Mr. Chissano,
stressing that "this visit allowed us to closely see to what point
Saharawis are determined to get their independence, thing that we
