The messenger of the President of the Republic received by the Head of the Mauritanian State

Nouakchott, 27/04/2005 (SPS) The messenger of the President of the Republic, Mr. Khalil Sidi Mohamed, Minister of Occupied territories and communities, handed over a letter of the President of the Republic, Mohamed Abdelaziz, to his Mauritanian counterpart, Mr. Maaouya Ould Sid'Ahmed Taya, President of the Islamic Republic of Mauritania.

In a statement to SPS, Mr. Khalil indicated that he handed over to the Mauritanian President "a message of solidarity that speaks about strengthening the relations of friendship and cooperation between the two peoples".
 
The Saharawi messenger also mentioned the considerable successes Mauritania realised at the different economical, political and social levels. (SPS)

Spanish and Saharawi youth sign a convention of collaboration







Chahid El Hafed, 28/04/2005 (SPS) The Council of the Youth of Spain (UJE) and the Union of the Youth of Sagia El Hamra and Rio de Oro (UJSARIO) signed their 8 Convention of Collaboration on Wednesday in Chahid El Hafed (Saharawi refugees camps).

The Convention is "the highest and most formal expression of the ties of friendship and cooperation that links the two parties and a demonstration of the political will of the two organisations to continue the collaboration and cooperation in the future", wrote the text.

Signed by the President of the CJE, Dr. Lucia Sala Silveira, and the Secretary general of the UJSARIO, Mohamed Mouloud Mohamed Fadel, this act was marked by the presence of the members of the Group of the Global Policy of the European Forum of Youth, who was to organise its ordinary meeting for the first time in the Saharawi refugees camps as a symbol of solidarity with the Saharawi people, it was indicated.

The text of the convention underlined "the common history of the Spanish and Saharawi peoples", and stressed on the will of the Spanish youth to "surmount the mistakes committed in the past and present" by the different Spanish Governments towards the Saharawi people.

The Spanish youth "accepts, ethically and politically, the historical debt of Spain in the interruption of the process of the decolonisation of Western Sahara", underlined the text of the Convention.

The two parties also agreed to "defend the common values of freedom, democracy, social justice, and human rights and by so doing to defend without interruption the fundamental rights" of the Saharawi people as established by the international accords and conventions.

On another hand, the two parties expressed their "support and engagement to promote peace and stability" the Mediterranean space and to work for the promotion of "progress, freedom, development and tolerance" between all the peoples of the region.

The two organisations also declared their attachment "to the UN's resolutions for the self-determination in Western Sahara"

The ceremony was attended by members of the two organisations, representatives of the Saharawi civil society and national cadres.

The Council of the Youth of Spain is composed of Councils from all the Spanish communities. (SPS)

EP encourages the parties to resolve the conflict of Western Sahara on the basis of the Baker Plan






Brussels, 28/04/2005 (SPS) The European Parliament (PE) exhorted, Wednesday in Brussels, the two parties to Western Sahara conflict, " Morocco and the Front Polisario to move forward on the basis of the internationally recognised Baker Plan", to resolve this long going conflictpour résoudre ce conflit de long date, in its "annual report on the Human Rights in the World 2004 and the EU's policy on the matter (2004/2151(INI)".

The EP "Notes with concern reports of violations of the human rights in Western Sahara including in the area of freedom of speech and free movement and encourages Morocco and the Front Polisario to move forward on the basis of the internationally recognised Baker Plan".

It " calls on Morocco and the Front Polisario to release all the prisoners of war ", taking into consideration that Polisario Front has liberated so far more than 1800 Morocan prisoner of war in unilateral humanitarian inititives, while Morocco stiull maintain in complete secret more than 150 Saharawi prisoner of war and over 500 saharawi reported missing. SADR satisfied with the EP annual report on human rights in Western Sahara






Brussels, 28/04/2005 (SPS) Saharawi Minister delegate for Europe, Mr. Mohamed Sidati, expressed the satisfaction of his country about the European Parliament annual report on the Human Rights in the World 2004 and the EU's policy on the matter (2004/2151(INI), issuee on Wednesday in Brussels.

Two weeks after the adoption of its resolution, in which it called for a substantial and uninterrupted humanitarian aid for the Saharawi refugees, the European Parliament has raised again the conflict of Western Sahara, this time in its “Report on the situation of human rights in the world”.

 The European Parliament expresses its great concern about the violations of human rights in Western Sahara, illegally occupied by Morocco. In its text, the European Parliament recalls that the violations of the human rights targeting the Saharawi civilians involve the freedom of movement and the right to free expression, which Morocco has been ridiculing, with impunity, for more than three decades. This is a message and a clear position with regard to the policy of oppression and repression carried out by the Moroccan State against the Saharawi civilians.

In addition, the European Parliament indicates its commitment towards the “peace plan for self-determination of the Saharawi people", known as Baker Plan. This is particularly important especially at a time when the Western Sahara conflict is on the agenda of the Security Council, and given that Morocco and her supporters have been trying to undermine the universally recognized right of the Saharawi people to self-determination through a free and democratic referendum.

The European Parliament chose to support Baker Plan, which has already been endorsed by the Security Council, by urging the two parties to the conflict, namely the Kingdom of Morocco and the Frente POLISARIO, to engage resolutely in its implementation with a view to bringing about a just and peaceful solution to the Western Sahara conflict.

The European Parliament likewise called upon Morocco and the Frente POLISARIO to release all prisoners of war. It is known that the Saharawi side has already released the biggest majority of the Moroccan POWs, whilst Morocco continues to hold more than 151 Saharawi POWs whose existence is even denied by her.

Morocco continues hiding the truth about their fate, as it is doing regarding the whereabouts of more than 526 Saharawis who have disappeared since the beginning of the conflict. Morocco must account for the situation of all victims of the war that it has waged against the Saharawi people and against the international law and legality.

Security Council reaffirms Saharawi people inalienable right to self-determination





New York (United Nations), 28/04/2005 (SPS) UN's Security Council (SC) unanimously adopted on Thursday in New York the resolution 1598 (2005), reaffirming its determination to work for the self-determination for the people of Western Sahara.

The SC clearly reiterated the validity of the resolution 1495, adopted in 2003, through which it energetically supported the Peace Plan for the self-determination of the people of Western Sahara elaborated by Mr. James Baker, former UN Secretary General's Personal Envoy.

The new resolution, which intervenes in a moment that the settlement of the conflict in Western Sahara is in the impasse, came at last to recall that the United Nations remains the framework of this question and that Security Council is determined to resolve it, it was indicated.

The resolution also recalls that the political solution to the conflict must strictly respect Saharawi people right to self-determination said observers in New York. It also underlined the relevance of the Baker Plan, which remains the "optimum political solution" for a just and definitive settlement, as approved by the Security Council.

Observers said that the adoption of the resolution came in time. Because after the Moroccan violations of the military accords of the cease-fire, as noted by the Minurso and reported by the UN's Secretary General, it was interesting that the Council underlines again the importance of the strict respect of the spirit of the mentioned accords.

The text asked Morocco and Polisario Front, again, to continue cooperating with the International Commission of the Red Cross so as to resolve the problem of the persons reported missing since the Moroccan military invasion of the territory. Morocco, it should be recalled, still refuse to account for more than 150 Saharawi prisoners it still holds and more than 500 Saharawi civilians reported missing.

It also asked the Member States to engage in providing voluntary contributions to finance the confidence-building measures that would allow Saharawi families reunite for few days after 30 years of separation because of the Moroccan wall of shame that divide Western Sahara in two parts.

The Security Council opted for a resolution that tackles the deepest subjects of the conflict, defined the conditions and the framework of the political solution in Western Sahara though some countries has tried to push for the adoption of a mere technical resolution, it was said. (SPS)
