23/09/2004 (SPS) Polisario Front's Coordinator with the Minurso,
Mohamed Khaddad, estimated that "the ball is in the field of Morocco"
after the latter has rejected the Baker Plan, which is answering the
three quarters of Rabat's claims, he asserted.
In an interview publicised Thursday by the London Arabic daily "El
Hayat", Mr. Khaddad considered that Rabat "does not have the courage to
submit acceptable propositions", emphasising that Polisario has
informed UN's Special Representative for Western Sahara in charge of
the Minurso, Alvaro de Soto, of this position and of the Moroccan
rejection of the United Nations' prepositions.
"The international community granted Morocco sufficient time to find a
solution", estimated Mr. Khaddad stressing that a withdrawal of the UN
would constitute "tremendous failure of the UNO after having spent 650
million dollars during 13 years".
Reiterating the rejection of the idea of a widened autonomy to which
Morocco sticks, as affirmed by the king of Morocco in front of the UN
General Assembly, Mr. Khaddad recalled that Western Sahara's conflict
is not a question of an "internal problem in Morocco, but an
international question of
decolonisation".
Concerning the position of France on the question of Western Sahara,
Mr. Khaddad declared that "nothing shows that France works to find a
fair solution to the problem". He affirms that Paris "calls for the
application of international legality in Iraq whereas it tramples it
underfoot as soon as Western Sahara is concerned".
With regards to the new Spanish Government, the Saharawi diplomat
dismissed the possibility that it can change the position of Madrid
estimating that "its has a very narrow margin of manoeuvre", referring
to the last motion adopted by the Spanish Parliament, in which it
opposes any change of position with respect to the settlement plan in
Western Sahara. (SPS)
