Starting of local elections in the Dairas and National Institutions

Chahid El Hafed, 18/12/2004 (SPS) The local elections (municipal elections) at the level of Dairas and national institutions started Thursday, planed for two stages in the refugees' camps, indicated a source from the Saharawi Parliament to Sahara Press Service.
 
According to the programme, of which SPS received a copy, these elections should take place in two stages: The first, includes the Wilayas of Smara and Aoussered besides the institutions of "12 October" and "27 February" from the 16th to the 19th December, the second stage should be concerned with the Wilayas of Dakhla and El Aaiun and the institutions of Chahid El Hafed and the 9 June School, starting from the 22 December until the 25th of the same month.

Composed of members of the Parliament, and some members of the Government and in charge of the control and the organisation of the elections, the Electoral Commission would organise conferences in each Wilaya, in which the participants to the conferences would elect electoral sub-committees for each Daira to be charged for getting the candidatures, control the good organisation of all the operation of the elections in the polling stations and announce the final results.

The second day of this operation would be marked by the beginning of the popular vote, which will continue for two to three days, to end in the fourth day by the announcement of the results and the closure of the political conferences with the reading of the final reports of the committees and the reception of any possible protest.

It should be recalled the voters would have to elect the Presidents of the Dairas (Mayors) and the members of the Popular Councils (Councils of the Mayoralties) as well as representatives of the national institutions and organisations of masses. (SPS)
