The first South African Ambassador to SADR presents a copy of his letters of credit

Bir Lehlu, 18/05/2005 (SPS) The first South African Ambassador to SADR, Ratubatsi Super Moloi, presented on Wednesday in Chahid El Hafed, a copy of his letters of credit, as an extraordinary and plenipotentiary Ambassador to the Saharawi Republic, to the Saharawi Minister for Cooperation, Salek Baba Hasanna.

Mr. Moloi will present his letters of credit to the President of the Saharawi Republic, Mohamed Abdelaziz, this May the 21st in Tifariti (liberated zones), where the celebration of the 32nd anniversary of the Polisario Front will be held, an official source indicated to SPS.

South Africa has got diplomatic relations with SADR at Ambassadors level since the recognition by Pretoria of the Saharawi Republic in September 15, 2004.

An initiative that "will bring a highly valued contribution to the return of peace and stability in the northern part of our continent through a fair and balanced approach towards all peoples of the region", had underlined a joint press release announcing this recognition in Cape Town, it should be recalled. Chile and Algeria call to the enforcement of the Baker Plan in Western Sahara







Santiago (Chile), 18/05/2005 (SPS) Chile and Algeria called in a joint press release publicised on Tuesday to the enforcement of the Baker Plan so as to resolve Western Sahara conflict caused by the Moroccan colonisation of the territory since 1975.

"Concerning the question of Western Sahara, the two Presidents reaffirmed the support of Chile and Algeria to the enforcement of the plan of settlement Security Council adopted in its resolution 1495", indicated the joint press release concluding the 4 days visit of State undertaken by Algerian President to Chile.

Mr. Bouteflika has underlined before, during a luncheon offered in his honour by the President of the Chilean Senate, Sergio Romero Pizarro, that Western Sahara question "is a decolonisation problem of which the UN is responsible and which solution lies in the exercise by the Saharawi people of their right t o self-determination".

Mr. Bouteflika recalled that "the question is still on the agenda of the Security Council and I hope that pressures from the international community would lead the two parties to find a ground of agreement that would facilitate the holding of a referendum on self-determination, which is the key to the problem".

He reaffirmed that his country "will do all what is in its possibility to facilitate such aim and so as the ties of brotherhood we want to maintain with Morocco would not suffer from the persistence of this conflict". (SPS)

Mr. Khadad accuses Morocco of attempting to avoid democratic solution to the conflict








London, 18/05/2005 (SPS) Mr. Mhamed Khadad, Member of Polisario Front’s National Secretariat and Saharawi Coordinator with the UN Mission for Western Sahara (MINURSO), criticised, Tuesday in London, the stubbornness of Morocco "who refuse to conform to the decision of the international legality that confirm Saharawi people right to self-determination. Morocco maintains its expansionist policy that opposes the international democratic principles".

Mr. Khadad gave this statement on the occasion of the launching by the Saharawi Republic of an international Oil & Gas official Licence Offering for the conclusion of investment accords on 12 Oil and Gas blocks in the offshore of the Western Sahara.
       
Addressing journalists and representatives of oil and gas companies, Mr. Khadad said that the entire world promote the democratic ways of governance and of resolving conflicts notes that Morocco tries to avoid its international engagements. Morocco denies Saharawi people their rights to self-determination, the only democratic choice adopted by the international community to resolve the conflict.

He affirmed that the international community, which supported the UN plan for the solution of the conflict in Western Sahara, do not recognise Moroccan sovereignty on Western Sahara. Morocco does have no rights to continue its occupation of Western Sahara or to exploit the natural resources of the Saharawi people, he underlined.

In this respect, he recalled the legal opinion handed over to the UN Security Council last January 2002 that clearly says that Morocco is a country who "has no sovereignty over the territory and so can in anyway conclude agreements with foreign companies to explore or exploit the Saharawi natural resources".

Mr. Khadad affirmed that the American position, "like other internationally influent countries, does not recognise Moroccan fait accompli".
 
In this respect he quoted USA Trade Representative, Robert Zoellick, who affirmed last year that "the Administration's position on Western Sahara is clear: sovereignty of Western Sahara is in dispute, and the United States fully supports the United Nations' effort to resolve this issue".

“The United States and many other countries do not recognize Moroccan sovereignty over Western Sahara and call on the two parties to the conflict to cooperate with the UN so as to reach a peaceful solution", he further said.

And thus, he added, the USA-Morocco Free Trade Accord only concern "Morocco as internationally recognised and does not includes Western Sahara".

On another hand, Mr. Khadad recalled that the United Kingdom position is similar to the American. UK Parliament External Relations Committee has called, after its President’s visit to the Maghreb in the beginnings of the year 2005, to the establishment of cooperation between Moroccan Government, European Union and the UN to reach lasting solution to the conflict.
       
The Saharawi position was supported, in particular, by the European Parliament Member, Karen Scheele, and President of the Parliament intergroup of solidarity with the Saharawi people, who came to London to attend the SADR launching of Oil and Gas License offering.
       
She indicated that the European Parliament (EP) has adopted, few weeks ago, two resolutions that reflect the EP’s firm position regarding the solution of the conflict.

The first resolution is concerned with humanitarian aid to Saharawi people, the second completely supported the Baker Plan elaborated by former Un Secretary General’s Personal Envoy, Mr. James Baker. (SPS)
