Polisario Front calls Security Council to pressure Morocco to inforce UN's decisions

Bir Lehlou, 17/05/2004 (SPS) - Polisario Front's National Secrétariat (NS) called Security Council on Sunday to use Minurso's new mandate to push Morocco to ''accept and enforce UN's decisions and put an end to its disrespect and violation of international legality'', reported a communiqué of the highest national political authority; publicised on Sunday.

In a reunion cahaired by the Head of the State, Mohamed Abdelaziz, the NS estimated that ''only the full implementation of the peace plan endorsed by Security Council in its resolution 1495 can allow peacefull achievement of the decolonisation process in Western SAhara and can guarantee the return to peace and stability in the region of the Maghreb''.

The NS warned about the policy of ''rushing ahead of the Moroccan Government that seriously threaten peace engaged by UN in Western Sahara since 1991'', stressing that this behavior which caused the loss of so many occasions of peace to the people of the Maghreb, constitutes ' ' the germs of instability and mortgage the chances of development and integration of our région' ', adding that the Saharawi people ' ' will never tolerate that its rights be scuttled on the altar of Moroccan expansionist greed''

In addition, the SN denounced the situation of ' ' intimidation and of repression' ' Sahrawi population without defense in occupied territories are undergoing, calling for ' ' urgent'' intervention of the international community ' ' to put a term to this policy of Morocco in occupied territories of Western Sahara and to allow independent foreign observers access to the territory' '.

In this respect, it called UNO and international bodies to dispatch without more delay '' a spacial Rapporteur'' to occupied territories of Western Sahara in order to investigate on the ground on '' human rights violations to which the population of these territoires is subjected '', added a communiqué of which SPS recieved a copy.

Moreover; it deplored '' the persistence of difficulties in the field of supplying Saharawi refugees with food aid, in spite of the repeated calls of UNO and of specialised international bodies''.

SN has in addition recorded '' with satisfaction'' the UN's supervised operation of exchanges of visits between sahrawi families,separated for almost thirty years by the wall of shame set up by Morocco, condemning, however, the Moroccan policy aiming '' to limit the number of people who could benefit from this operation as well as the pressures and obstacles limiting freedom of movement of the mentioned'' and recalling that '' the tragedy of Saharawi people, due to the colonial occupation of Western Sahara, remains complete'', undelined the communiqué.

Pointing out that UN Secretary-general's last report considered that Morocco is '' responsible for the failure of all the efforts of the international community'' that aimed at reaching a fair and peaceful solution to the conflict in Western Sahara based on the exercise by Saharawi people of their right to self-determination, the SN deplored ''France, member of the Security Council, coming into line with the Moroccan thesis'', what, according to the text, '' did only consolidate Morocco in its intransigence and its contempt of Security Council's Resolutions, thus mortgaging the possibilities of peace and co-operation in the Maghreb''.

SN recalled Spain of its responsibilities in the tragedy Saharawi people are living since 1975, and in the unfulfiled decolonisation of Western Sahara due to the tripartite agreements of Madrid.

''Sahraoui people, victim of the denial of justice and law, hopes from the new Spanish Government a clear and resolved support to its right to self-determination and to the UN's peace plan aiming at promoting a just peaceful and final solution to the question of decolonisation of Western Sahara'', underlined the communiqué.

The highest political authority of the Polisario Front expressed its gratitude to Algerian people and Gouvernement for '' their permanent solidarity to the just cause of the Saharawi people'', cordially congratulating the President, Abdelaziz Bouteflika, for his re-election to the supreme office in his country, SN, also, thanked the international mouvement of solidarity with Saharawi people, evoking the recent marches against the wall of shame and the demonstration before of the Commission on humans right in Geneva, which illustrate the determination to '' accompanying Saharawi people until the realisation of their objectives to self-determination, freedom and peace'', added the same source .
