of friends of the Saharawi people in Castilla y Leon

16/11/2004 Citizens of the city of Soria in the autonomous region of
Castilla y Leon constituted an Association of Friends of the Saharawi
People (AFSP) to "practically prove their solidarity with the Saharawi
people", indicated a communiqu2 issued by the founding members, of
which SPS received a copy.
The friends of the Saharawi people in Soria proceeded to the
constitution, in Don Sancho, of an association that gathers
"representatives of political parties, counsellors at municipalities,
trade unions delegates and activists of the social society in Soria",
right after their participation to the demonstration, of support to
Saharawi people right to self-determination and independence, organised
last Saturday in Madrid, and to which thousands of persons from all the
Spanish regions took part, has emphasised the communiqué.
"The foundation of this association is aimed at helping Saharawi people
enjoy their freedom and independence and help them lighten their
sufferings in exile", underlined the President of the association, Mrs.
Emilia Jiménez.
Intervening during the ceremony the Representative of Polisario Front
ain Castilla y Leon, Tammi Mohamed, thanked the citizens of this city
for "their solidarity with the Saharawi people struggle" and "expressed
them the gratefulness of thousands Saharawi refugees who are struggling
to get the opportunity to freely decide over their future". (SPS)

TERRITORIES/REPRESSION Saharawi political detainees
denounce the colonial authorities' violation of their rights

16/11/2004 (SPS) Saharawi political detainees, called all international
bodies and human rights organisations Sunday, from the Carcel Negra
(Black Jail) in El Aaiun, to intervene "urgently" so as to "protect"
them and their families against "the expansionist Moroccan authorities'
violation of our rights as political prisoners".
In a communiqué publicised Sunday, of which SPS received a copy,
the Saharawi political detainees denounced "the sudden search carried
out in November the 11th by the Attorney General of the King and his
assistant accompanied by some members of the gendarme, in all the cells
of the Saharawi political detainees and the confiscation of their goods
by the order of the Moroccan minister of justice".
"We ask the Moroccan Government to stop using pressure against us while
we are serving sentences resulting from arbitrary arrests", added the
communiqué.
On another hand, the Saharawi women in the ghettos of El Aaiun
(occupied territory) organised a 4 hours sit-in in front of the Daira
n°6, to denounce "the marginalisation Moroccan authorities" are
subjecting them to and to claim for their "right to habitation".
The sit-in was broken by the Moroccan forces of security led by the
Pacha of El Aaiun and the Director of the police, harshly proceeding to
the destruction of the placards and arresting the Director of "Ouad
Noun" newspaper, who was trying to take picture of the demonstration

CRESCENT/ANNIVERSARY Saharawi Red Crescent celebrates
its 29th anniversary

(SPS) Saharawi Red Crescent (CRS) celebrated Monday its 29th
anniversary in an official ceremony chaired by the President of the
Republic, Mohamed Abdelaziz, with the presence of Prime Minister,
members of the Government, representatives of Algerian Red Crescent,
HCR and Spanish Red Cross.
"We wanted to pay a deep tribute, trough this symbolical act, to the
women and men who devoted their live in voluntary work in this
institution so as to assist their people in its ordeals", underlined
the President of the CRS, Yahia Bouhebeini.
Mr. Bouhebeini proceed after that to the distribution of rewards to the
families of persons who died while achieving their duties in this NGO,
which is the first NGO to be founded in Western Sahara since the
beginning of the tragedy of the colonial occupation of the territory.
Intervening during this ceremony, the President of the Republic
recalled "the difficult moments characterised by the bombardments of
the Moroccan air forces of citizens while escaping, the famine, thirst
and diseases", times when the CRS "distinguished itself by facing this
ordeals, mobilising its men and women and the few means it possessed".
Mr. Abdelaziz also recalled "the unconditional humanitarian support of
Algeria, of which our people took benefit in the most difficult moments
and which was always present".
"I would like to seize this occasion to thank the Algerian people and
its political leadership for their active solidarity and their staunch
support to Saharawi people right to self-determination", he added.
The Head of the State also thanked the international humanitarian
organisations (UNHCR, ECHO, PAM, IRC, etc…) as well as the committees
of support around the world who contributed in decreasing the
sufferings of the Saharawi people during its 29 years of exile, far
from its country "which is still colonised by Morocco, despite of the
repeated calls and resolution of the Security Council and the UN".
In addition, Mr. Abdelaziz evoked the case of the 500 Saharawi reported
missing in Morocco, on whom Moroccan colonial authorities still refuse
to account for.
"From this tribune and in this occasion we launch an appeal to the
Moroccan Government to positively answer to the petitions of mothers,
children and widows of these martyrs, so as to account for their fate
to their families who suffer for three decades", he concluded (SPS)

SERVICE/INAUGURATION Prime Minister inaugurates the
seat of the Secretariat of State for Public Service

El Hafed, 16/11/2004 (SPS) Prime Minister, Abdelkader Taleb
Oumar, inaugurated Tuesday in Chahid El Hafed a training centre of the
Secretariat of State for Public Service baptised, Juan Antonio
Gonzalez, with the presence of members from the National Secretariat,
Parliament and Government as well as representatives of Basque NGOs who
financed the construction and furniture of the centre.
The centre was given the name of the late Juan Antonio Gonzalez
Caraballo, a Spanish doctor who devoted a great part of his efforts to
the solidarity with the Saharawi people and who died in an accident in
the Saharawi refugees' camps.
The Representative of the Basque Institute of Public Administration
indicated that this initiative comes within the framework of the
collaboration of the Basque organisations with the Secretariat of State
for Public Service "for the study and the analysis of the improvement
of the Saharawi public service", and this by bringing the needed
equipments and techniques so as to define the functions of each
administrative unit, he underlined.
He also underlined that this centre includes a centre of professional
training on the fields of administration and human resources planning,
quoting some Spanish and Austrian collaborators who attended the
ceremony.
On his part Mr. Prime Minister hailed the Basque delegation for the
contribution Basque people and institutions brought to the different
projects, in particular in relation to informatics, health and
transportation, which represent a vital need to the daily life of the
Saharawi people.
This centre, he said, "will reinforce the relations between the two
countries" and "will open a promoting future of cooperation and
strengthening of relations with the independent SADR". (SPS)
