(SPS) Polisario Front and Saharawi people joined American people and
the nations of the world to express "once again their deepest
solidarity and sympathy with the families of those who lost their lives
in those attacks, and with all victims of terrorism throughout the
world".
In a statement by the Minister Delegate to Europe, Mohammed
Sidati, Polisario Front "which has always condemned all acts of
terror", reiterated its "vehement denunciation of terrorism", that
constitutes according to the Minister, "a horrendous onslaught on
innocent people as well as on the sacred values of respect for human
life and dignity, freedom and peace ".
"It is on these values that the Saharawi people, and their legitimate
representative the Frente POLISARIO, have always drawn in their
struggle against the Moroccan oppression and military occupation",
added the statement, underlining that "for three decades, the Saharawi
people have been affirming their will to attain, through peaceful
means, their legitimate rights to self-determination and sovereignty".
This commitment to legitimate means and practice of struggle for peace
and freedom, earned Polisario Front "the respect as a national
liberation movement that has never been associated with any form of
terrorism", he stressed.
Mr. Sidati emphasised on another hand that "backing the peaceful
struggle of the Saharawi people for attaining their legitimate rights
is inseparable from the fight against injustice, oppression and
terrorism" of State Moroccan Government is adopting in its occupation
of the Saharawi territory, emphasising that international solidarity
with the Saharawi people and all the victims of terrorism "is also
intrinsic to the defence of the ideals of justice, democracy and
freedom that are upheld by all free nations". (SPS)

"The Baker Plan can not be modified", declares Mr. Moragas
Chahid El Hafed, 13/09/2004 (SPS) Spanish Popular Party's (PP)
Secretary for Foreign Affairs, Jorge Moragas, declared that the Baker
Plan II " can not be modified", asking Spanish socialist Government to
"clarify its position" on Western Sahara conflict, he indicated Sunday
to Spanish Medias.
"This road map (Baker Plan) can not stand basic modifications", he
declared to Europa Press few time after his meeting with the Head of
the Minurso, Alvaro De Soto, who was in a visit to the Saharawi
refugees camps Sunday.
Mr. Moragas offered PP help so as De Soto can successfully lead his
mission, which consists "necessarily in the implementation of the Baker
Plan, based on international legality", he underlined, adding that
Spanish society is "particularly sensitive to anything that concerns
Saharawi people's future".
Mr. Moragas, who spent already his second day within Saharawis, was
received today by Prime Minister, Abdelkader Taleb Oumar. He met before
with the Ministers for defence, cooperation, education and of culture,
respectively Mohamed Lemine Bouhali, Salek Baba, Bachir Moustapha and
Mrs. Mariem Salek.
The envoy of the PP called Spanish executive "to maintain the position
of former Presidents of Spanish Governments regarding Western Sahara".
He warned that "the inaccuracy and improvisation" that marked the new
socialist Government had "generated a great distrust and suspicion
within Saharawi people".
Mr. Moragas, who visited many socio-economic institutions of SADR
during these two days, was also received Monday by the Assembly of
Chioukhs (old notables, formerly designated as chiefs of tribes by
Spain) in the Wilaya of Aousserd, and who reminded their guest about
the responsibility of Spain as former colonial power in the
decolonisation of Western Sahara. (SPS)

Spanish Congress will call its Government to an "urgent, fair and
final" settlement of the Saharawi conflict
Madrid, 13/09/2004 (SPS) Spanish Congress of deputies will study
Tuesday a motion, presented by all Parliamentary Groups, calling
Zapatero's Government to remain "actively engaged" for an "urgent, fair
and final" settlement to the Western Sahara conflict, within the
framework of the United Nations.
''The deterioration of Saharawi people situation (…) and the repeated
prorogations of the implementation of UN's resolutions (…) push us to
claim for an active engagement of our country towards a solution to the
Western Sahara dispute" that can guarantee Saharawi people "free
self-determination conforming to UN's Charter and to Security Council's
resolutions", underlined the motion.
''Been aware of the serious situation Saharawi people underwent and
undergo currently because of the blockage of the peace process started
under the auspices of the United Nations", the Parliamentary Groups
recall that the second chamber of the Parliament had often asked the
Government during the last period of its works for a clear position in
favour of the Baker Plan II.
On another hand, the text put forward the responsibility of the Spanish
State in the "decolonisation process" of Western Sahara, warning about
the negative consequences that can result from any lack of commitment,
in the resolution of the conflict, from Spain. They further underlined
that any action of the Government should necessarily comes "within the
framework of international legality".
In this respect, the Parliamentary groups called the Government to
"undertake any political initiative that makes it possible to reach
mutually acceptable accords by the two parties, and that respects the
international legality and the Saharawi people right to
self-determination".
On the humanitarian level, the groups called for a "substantial
increase" of the humanitarian aid to Saharawi refugees and an
improvement of the technical cooperation through "all available bodies
of public cooperation and Spanish non governmental organisations of
development".
This proposition that will be discussed Tuesday by the Spanish Congress
of deputies, it should be recalled, was proposed by the intergroup
"Peace for Saharawi People" at the end of the last period of the works
of the congress, and was adopted by all Parliamentary groups, which
decided to include this motion in the program of their first current
plenary session. (SPS)
