Arrival of the Mozambican President Joaquim Alberto Chissano to SADR in a visit

Smara (refugees camps), 27/02/02 (SPS the Mozambican President, Mr. Joaquim Alberto Chissano, arrived Sunday afternoon to the Wilaya of Smara, for an official visit to SADR following an invitation from his Saharawi counterpart, President Mohamed Abdelaziz.
Accompanied with an important delegation composed of the minister of Finance and Economic affairs, the Vice-Minister for Foreign Affairs, Frances Rodrigues, the Councillor to the President, Carlos Desantos, the Director of Protocol, Alberto Augusto, and representatives of the Mozambican Medias.

Mr. Joaquim Alberto Chissano was received by President Mohamed Abdelaziz accompanied with Prime Minister and Member of the National Secretariat, Abdelkader Taleb Oumar, at the entry of the Wilaya, which reserved him a warm reception.

The two heads of States listened to the national hymns before been saluted by military detachment of the Saharawi liberation Army (ALPS) while the artillery was shooting the traditional welcome 21 gun shots.

After having saluted the members of the National Secretariat, Government, Parliament and notables (Tribal Chiefs), the Two Heads of States had a meeting in the reception of the Wilaya before animating a popular conference.

After the interventions of the Wali of Smara and of the President of the Republic, who wished the Mozambican guests welcome, President Chissano gave a 20 minute long touching speech, in which he recalled the history of the struggle of the African peoples expressing the support of his country to Saharawi people's right to self-determination and independence.

The President of the Republic gave the eminent Mozambican guest the Medal of The Republic (the highest National honorific Medal), "in recognition and gratitude for his indefectible support and his people's to the Saharawi cause". The President offered him then a camel as a signal of gratitude and hospitality.

The presidential delegation went after that to the National Military Museum, before heading towards the seat of the presidency where the Head of the State offered a luncheon on the honour of President Chissano.

The two Heads of States had each given a speech before the luncheon, with the presence of the Mozambican delegation and the Saharawi personalities, followed by a limited meeting attended by the member of the National Secretariat (N.S) and Prime Minister, Abdelkader Taleb Oumar, the member of the N.S and President of the Parliament, Mahfoud Ali Baiba, and the Ambassador of the Republic to Mozambique, Adda Brahim Hmaim.

This visit of "friendship, solidarity and work" to the SADR, the first of its king from a Mozambican Head of State, intervenes "within the framework of the reinforcement of the perfect relations that had linked the two brother States and peoples all along their struggle for self-determination and independence, this historical visit will be an opportunity for the two Heads of State to deepen the discussions on questions of common interest and exchange points of view on regional, continental and international questions ", announced a communiqué by the Saharawi presidency. The President of the Republic decorates his Mozambican counterpart with the Medal of the Republic




Smara, 12/12/2004 (SPS) The President of the Republic, Mohamed Abdelaziz, decorated Sunday his Mozambican counterpart, H.E. Joaquim Alberto Chissano, with the Medal of the Republic to show the gratefulness of the Saharawi people to his position and his people's on the Saharawi people cause.


During a popular meeting, organised in Smara on the honour of the Mozambican President, Joaquim Alberto Chissano, who undertook a visit of State Sunday to SADR, Mohamed Abdelaziz said that, "in gratefulness to your high merits as a fighter for the African cause and a defender of Saharawi people's rights, I am pleased to announce you, Mr. President that according to the authorities the National Constitution gives me, I decided to decorate you with the highest Medal of the Republic, the highest honorific distinction".

"Your presence among us is not a strange act to your personal record, or to the history of the struggle of the African peoples for independence. You are representing a heroic people, whose sacrifices and struggle illustrate a brilliant page of our common African history", added the Head of the State.

The process of the Mozambican National liberation "started, in fact, at the same time as ours. In Mozambique the struggle was led by FRELEMO against the Portugal's colonial presence while in Western Sahara Polisario Front led the struggle against the Spanish Colonialism. They were at the two struggles at the same time simultaneous and at important to our continent's struggle against foreign colonialism", underlined President Abdelaziz.

The President of the Republic, who was giving a speech before a large audience at the Conference room in Smara, gave the speech then to his guest, wishing him welcome among the Saharawi people. (SPS)

Mozambique would save no efforts "to defend Saharawi people right to self-determination", declared Chissano




Smara, 12/12/2004 (SPS) The President of the Republic of Mozambique, Joaquim Alberto Chissano, declared Sunday, during a popular meeting organised in the Wilaya of Smara on his honour, that his country "would save no effort to defend Saharawi people right to self-determination".

Mr. Chissano, who undertook this afternoon a visit of State to SADR that was described as "historical and successful", emphasised that "self-determination do not mean a winner and a looser", considering that it is instead a question "of Saharawi people's right that should be respected and justice that should be re-established on the basis of international legality".

The Head of the Mozambican State had in addition exhorted "the UN to find a solution to Western Sahara conflict, based on self-determination of the Saharawi people", who had suffered occupation and injustice for three decades, calling Morocco to reason and more cooperation for the good of the entire region.

"We call Morocco to direct dialogue with the leaders of the Polisario Front and the SADR in order to allow Saharawi people to freely express their will and so as this will be respected", because, he emphasised, "power and the fait accompli is unacceptable, since integration needs consent of the peoples and their approval not pressures and violence".

On another hand he stressed that his country "firmly believe that dialogue is the best way to resolve conflicts, and supports peoples' right to self-determination. The concerned peoples not the colonisers of a country who tries to become voters, what is unacceptable", underlined Mr. Chissano referring to the Kingdom of Morocco's attempts to include Moroccan colons to the lists of voters to the referendum of self-determination.

"Self-determination in Western Sahara is the right of the Saharawi people, who are the only concerned with the exercise of this right", he put.
 
"Mozambique supports Saharawi people, who is struggling for its right to self-determination and independence", underlined Mr. Chissano, stressing that "this visit allowed us to closely see to what point Saharawis are determined to get their independence, thing that we highly appreciate".

Warmly applauded by the audience after his speech, in which he recalled the history of African peoples struggle against colonialism, the Mozambican President received a gift when he got out of the conference room: a camel, President Abdelaziz offered him "as a symbol to hospitality and gratitude".

After Smara the presidential delegation went to Chahid El Hafed, where it visited the National military museum before going to the presidency where President Abdelaziz offered his eminent guest, H.E. Joaquim Alberto Chissano, a presidential luncheon (SPS)

Chahid El Hafed, 12/12/04 (SPS) The President of the Republic, Mohamed Abdelaziz, gave a speech addressing his eminent Mozambican guest, S.E. Joaquim Alberto Chissano, during the Presidential luncheon he offered on the honour of the Mozambican President.

Your Excellency, President Chissano

Once again, I would like to warmly wish you welcome, on the occasion of this visit with which you honour our people in this particular circumstances. I would also like to express my most sincere gratitude to you and through you to the Mozambican people, who never stopped –under the clear-sightedness of you Excellency- backing Saharawi people and SADR in their fight for peace, freedom, self-determination and independence on the basis of the resolutions and Charters of both the United Nations and African Union.

To our eyes, Excellency, you symbolise the perseverant African fighter, who never gave up fighting colonialism and apartheid in favour of the ideals of freedom. You also possess, your Excellency, the qualities of the wise and competent Statesman, who succeeded to lead his nation through the paths of peace, democracy, human rights' respect, freedom of expression and equality between sexes. A Statesman who determined and boosted the adequate policies for a sustained development. Policies which were able to change the economic, cultural and social realities putting an end to famine, illiteracy and under-development.

Most admirable, your Excellency, is the fact that you are a faithful son of Africa and one of its most distinguished leaders, who contributed to the foundation of its continental organisation, defending with courage and firmness the interests and rights of African peoples and avoiding their marginalisation.
 
Mr. President,

I would like to seize this occasion to thank you again for the brilliant victory realised by the Mozambican people in the last elections, which strengthened the democratic process you promoted on the basis of alternation over the political power and the authority of the votes.

Mr. President, allow me to say: Thanks! Thank you for the inestimable services you offered to the African peoples and for the signs of support to Saharawi people. On behalf of my people and on behalf of millions African still suffering colonialism, famines, diseases and under-development, I would like to exhort you continue deploying your wisdom, intelligence and proved experience in favour of all of us.

Presidents Chissano and Abdelaziz calls to "a peaceful decolonisation to the problem" of Western Sahara





Chahid El Hafed, 12/12/04 (SPS) The President of the Republic, Mohamed Abdelaziz, and his Mozambican counterpart, Joaquim Alberto Chissano, called Sunday to a peaceful decolonisation of Western Sahara, "conforming to UN Security Council's resolution 1495 and within the framework of the African and International legality", in a joint communiqué, of which SPS received a copy.

As a result to the meeting the two Heads of States had, within the framework of the visit undertaken by the President of Mozambique to SADR Sunday, the two leaders underlined, in a joint communiqué publicised Sunday, "the necessity to find a peaceful solution to the problem, conforming to UN Security Council's resolution 1495 and within the framework of the African and International legality in matter of decolonisation".

"Joint Communiqué

Following an invitation from the President of the Republic, H.E. Mohamed Abdelaziz, the Head of the State of Mozambique, H.E. Joaquim Alberto Chissano, has undertaken a visit of friendship, work and solidarity to the Saharawi Arab Democratic Republic in December the 12, 2004.

During his visit, the President of the Republic of Mozambique had official meetings with his Saharawi counterpart, tackling the bilateral relations and other questions of regional, continental and international concern.
 
The Two Heads of States expressed their satisfaction with the excellent relations between their two nations and decided to work to reinforce the ties of friendship, cooperation and solidarity that bind the two peoples and Governments, Mozambican and Saharawi.
 
Talking about the question of Western Sahara and the situation in the Maghreb, the two leaders expressed the necessity to find a peaceful solution to the problem, conforming to UN Security Council's resolution 1495 and within the framework of the African and International legality in matter of decolonisation. They further considered that a fair, peaceful and lasting solution to the conflict in Western Sahara is vital for the establishment of peace and stability in the North-East of Africa and for the edification of the Maghreb Arab.

At the African level, the two Presidents discussed the main questions and conflicts stressing on the necessity of finding urgent solutions on the basis of the African Union's Charter and resolutions and hailing in this respect the increasingly active and efficient role played by the African Security and Peace Council in the settlement of crisis and for the reinforcement of peace and stability in the African countries. They also put forward the utility and need of a greater impulsion of the programme for development of Africa (NEPAD) to resolve the structural problems of the continent.

Discussing other international questions, the two Heads of States exhorted the UN to play a more important role for the peaceful resolution of conflicts, calling to a more efficient international cooperation and collaboration in the fight against terrorism.

H. E the Head of the Mozambican State thanked the Saharawi Government for his decoration with the highest Medal of the Republic, which was offered to him by presidential decree, considering it as homage to the whole people of the Republic of Mozambique.

On his part, the Head of the Saharawi State thanked President Joaquim Alberto Chissano for the solidarity and support Mozambican people had always provided to the Saharawi cause. He paid a special tribute to President Chissano, stressing the sacrifices and brave efforts he paid not only for independence, but also for the promotion and exemplary success of the democratic process in the Republic of Mozambique, in addition to his contributions to peace, democracy and stability in the African continent.
