Algiers,
12/08/2004 (SPS) The President of the Republic, Mohamed Abdelaziz,
expressed his "indignation in front of France position, which tries
to impose Moroccan colonial fait accompli in Western Sahara", he
declared in an interview to Algerian newspaper "El Watan" in its
Wednesday edition.
Concerning Spain, the Head of the State estimated that its position
is "confused". "Spain says yes to the Baker plan once, but if it is
adjusted. Then it says that it is in favour of a dialogue
between Algeria and Morocco. It is advancing forward one step to step
her traces back two steps back. We are not sure of its position but
we trust Spanish civil society, which showed that it is backing
Saharawi people's self-determination", he indicated.
To the President of the Republic, "Spain, former colonial and
administrating power in Western Sahara, has got a special
accountability because it did not achieve the decolonisation" of the
territory. It "must assume its historical responsibilities and
contribute to find a solution based on the principle of
decolonisation and respect of Saharawi people right to
self-determination".
The Head of the State recalled that there is a plan for the
settlement of the conflict, "Baker Plan unanimously approved and
backed by Security Council in July 2003", he emphasised.
This plan recommends a referendum for self-determination in Western
Sahara "and is a unit that can not be re-discussed". It should be
implemented, he said, "without been changed", because "if we reopened
it, there will be nothing left of it, and will become a different
thing", he warned.
The President of the Republic warned Mr. Alvaro de Soto, who replaced
James Baker as UN Secretary General's Personal Envoy to Western
Sahara and who will visit Morocco and Polisario Front next September,
that all he has got to do "is to convince Morocco implement the Baker
plan, he does not have to search a solution".
In April 2004 the UN reaffirmed its support to the Baker plan that
expects a 5 years period of large autonomy in Western Sahara followed
by a referendum on self-determination that will define the status of
the Saharawi territory, which is invaded and annexed by force by
Morocco in 1975. (SPS)
