Spain underlines the need to respect human rights in the Western Sahara by Morocco

Madrid, 09/11/2006 (SPS) The Spanish Government seized the Moroccan authorities for many times about the "importance" of the respect of human rights in the Western Sahara by Morocco, reads a written answer by the Spanish executive authorities to a question addressed on this subject by a Spanish Parliamentarian.

"The Government is in particular concerned about the human rights situation in the territories of the Western Sahara and has stressed, in many occasions, to Morocco the importance of the respect of these rights conforming to the main pertinent international accords and conventions", indicates the written answer addressed to the Spanish Parliamentarian, Joan Herrera, member of the Spanish Political party, Izquierda Unida (United Left), an reported by the Algerian Press Service, APS.

The document, of which APS received a copy on Wednesday, recalls that within the accords of association with Morocco as a neighbour, the respect of human rights is a ''condition'' to the implementation of such accords.

The Spanish Government recalls, on another hand, that it supports a solution to the conflict of the Western Sahara within "the framework of the United Nations". The solution should be, according to the Spanish Government, "political, just, lasting and mutually acceptable that provides for the self-determination of the Saharawi people".

It should be recalled, in this respect, that the UN High Commissioner for Human Rights has registered in its last report on the Western Sahara many human rights violations perpetrated by the Moroccan services of security in the occupied territories of the Western Sahara such as: "tortures", "ill-treatment", "non-discriminatory and excessive use of violence…etc".

It further underlined in its conclusions that all the violations are cause by the non implementation of the Saharawi people’s right to self-determination, a right the UN HCHR considered as "fundamental" in its report. (SPS)
