Spanish political parties exhort their Government to opt to a
settlement of the Saharawi conflict within the framework of the UN

(SPS) Parliamentary groups in Spanish Congress of deputies called,
Zapatero's government, to "an active commitment" in Western Sahara's
conflict so as to reach a settlement which is conform with UN's
pertinent resolutions, exhorting it to provide Saharawi refugees with
more humanitarian assistance.
In a proposition
signed in the 30 June and registered in Spanish Congress of deputies
Thursday, as reported by Europa Press, the Parliamentary groups called
Spanish Government to actively engage in the search of "urgent, just
and final solution" to the Saharawi conflict so as to allow saharawi
people exercise its "legitimate right to self-determination",
conforming to "UN's Charter and to Security Council's resolutions".
The proposition
encouraged Spanish Government to work for " urgent, just and final
solution to Western Sahara's conflict, within the framework of Security
Council and conforming to international legality, that will allow the
denouement of the humanitarian tragedy Saharawi people are living for
more than 30 years".
In this respect the
signatories of the proposition called the executive to "substantially
increase the humanitarian aid and the technical cooperation" in favour
of Saharawi refugees "via Spanish non governmental organisations".
"The responsibility
of the Spanish State in the region of the Maghreb and regarding the
process of decolonisation" in Western Sahara is of a historical nature,
and needs "an obvious position in favour of the Baker Plan, as proposed
and elaborated by the UN", underlined the text. (SPS)

Tamek qualifies Moroccan plundering of Western Sahara's natural
resources as "illegal"
El Aaiun, 09/07/04 (SPS) Saharawi ex- prisoner of conscience, Ali Salem
Tamek, qualified Moroccan plundering of Western Sahara's natural
resources as "illegal and irresponsible", paying tribute to the
International Campaign for the protection of Saharawi natural resources
and deploring the lack of progress in the final settlement of the
conflict in the territory because of Moroccan intransigence.
In an appeal publicised Thursday, of which SPS received a copy, the
Saharawi activist condemned "the exploration for hydrocarbons in
Western Sahara" by international companies, after having signed accords
with Moroccan Government, qualifying this act as "illegal and
irresponsible both on the political and ethical levels".
Tamek considered the Moroccan-signed contracts and the works started by
some international companies as illegal, "conforming to the view of the
juridical counsellor of UN assistant Secretary General for legal
affairs, issued in the 29th January 2002", which has denied legality to
Rabat's decisions to allow exploitation or exploration for hydrocarbons
in Western Sahara.
Moreover, the saharawi activist estimated that "Saharawi people through
its unique and legitimate representative, Polisario Front, is the only
qualified to sign such accords".
"The companies implicated in seismic exploration in Western Sahara, to
name Dutch and British ones, are called to change their decision", if
not they will be considered as Moroccan "accomplices in the illegal
occupation of western Sahara", he stressed.
On another hand the ex-detainee paid tribute to "the ten organisations,
members of the International Coalition for the protection of Western
Sahara's natural resources", felicitating by the same occasion "the
companies that retired past exploitation offers".
Tamek, moreover, recalled "the flagrant exactions" perpetrated by
Morocco against "Saharawi civil population", considering that "the
mentioned accords encourage Morocco in its intransigence in front of
international legality and consequently contribute to deepen" Saharawi
people sufferings.
Finally, he called "the companies involved with these accords of
exploitation of Saharawi people's natural resources to immediately give
up their activities by disinvesting", underlining that from now on,
"any similar activities are firmly condemned" by Saharawi people and
