05/01/2005 (SPS) The winter session of the National Council (NC-
Parliament) re-started its works Wednesday in Aousserd under the
presidency of its President, Mr. Mahfoud Ali Beiba, with the presence
of the Prime Minister, Mr. Abdelakader Taleb Oumar, and the members of
his Government.
The NC, which opened its winter session last December the 12, had since
that date adjourned its works "so as to contribute in the control and
success of the local elections in the Dairas and national
institutions", underlined Parliament member, Mr. Mohamed Taki.
In its first meeting, the legislative Body would have to discus the
report of the Commission for Economical Judicial and Administrative
Affairs so as to evaluate the Governmental programme for the year 2004
at the level of the ministries for Interior, Justice and Islamic
Affairs, Secretariat of State for Public Service as well as of the
Direction of Inspection and Control.
The NC would also have to study in detail the programme presented by
the Government of Mr. Abdelkader for the year 2005, "focussing its
debates on the mechanisms and means for the complete execution of this
programme, in order to avoid the problems registered last year in many
fields", added M. Taki.
The session would also have to discuss, organise and regulate its
relations with the executive authority and to study the Government's
plan of action in relation to the development of the human resources
and material equipments.
Elected last November 2003 and composed of 51 members all of whom are
elected via direct vote, the National Council is divided in six
regional bureaux and six committees: Social Affairs; Political Affairs,
Occupied Territories and Diaspora, Foreign Affairs, Information,
Economical Judicial and Administrative Affairs, it should be recalled.
The National Council is led by a Bureau composed of nine members, under
the Chairmanship of its President and a vice-President in addition to a
General Secretary, Presidents of the Committees and Judicial
Counsellor. (SPS)
