In a letter he addressed to President Zapatero, on the occasion of the celebration of the New Year, the President of the Republic estimated that "the Saharawis expect from the Spanish State to assume its historical, moral and politic responsibilities towards the Saharawi people, resulting from the non implementation of the international legality in Western Sahara".

He also considered that the Saharawi people, who are "decided more than ever to reinforce the bilateral relations on all levels" with the brotherly people of the Iberian peninsula, are also convinced "that Spain must, and can in presently and in the future, play a positive and crucial role in finishing the decolonisation process" of the non-self-governing territory, illegally occupied by Morocco since its military invasion in 1975.

The Head of the State, however, stressed that the "only durable solution", to the conflict, "is the one that enable Saharawi people to exercise their legitimate and inalienable right to self-determination and independence, through a just and transparent referendum under the auspices of the United Nations, conforming to the international resolutions".

Mr. Abdelaziz further hoped that any Spanish effort takes into consideration "the protection of our helpless citizens", who are peacefully demonstrating their rejection of the bloody colonisation of their territory, and who are submitted to "a brutal oppression in the occupied territories of Western Sahara".
