The self-determination referendum must be "a beforehand condition sine qua non", affirms Spanish ex-Minister for Foreign Affairs      

 

Madrid, 22/03/2007 (SPS) The self-determination referendum for the Saharawi people must be the "beforehand condition sine qua non" in the search ofa solution to the conflict of the Western Sahara, affirmed on Wednesday the ex Spanish Minister for Foreign Affairs, Josep Piqué, the member of the Spanish Popular Party (PP, main party of opposition).

 

"The right to the self-determination is a basic condition to reach a solution to the problem, and consequently, speaking about dialogue without beforehand political conditions, is in a way to question this right", he said.

 

"What must be a preliminary condition sine qua non, is the self-determination referendum", Mr. Piqué underlined during the plenary session of the Spanish Senate, with the presence of the current Spanish Minister for Foreign Affairs, Miguel Angel Moratinos.

 

He underlined that the Spanish diplomacy has always "subscribed" within the framework of the UN peace plans and Security Council’s resolutions and "has never abandoned the active neutrality" on the question of the Western Sahara.

 

"This continuity of the Spanish foreign policy on the Western Sahara, maintained by all the Spanish governments, was broken by the socialist government, which started modifying it in a way that was clearly understood by the Polisario Front, Morocco and the Spanish public opinion’’, he noted.

 

On another hand, M. Piqué stressed that the "international legality has never recognised to Morocco any kind of sovereignty on the Western Sahara and consequently can never recognise the acceptance of the autonomy plan because the latter implies a full and preliminary sovereignty of Rabat on the territory".
