"This seminar takes place in the liberated territories and its conclusion involves an act of sovereignty exercised by the Saharawi people in their own liberated land," said Bachir Mustafa, noting that "one of the main recommendations of the XII Congress of the Polisario Front, is the reconstruction and inhabitation of the liberated territories to prepare for the future, the sovereign state of Western Sahara ".

The Saharawi leader also said "among the great contributions offered by this opportunity, is the idea of a university as one of the key projects to promote science and development."

Finally, Bachir Mustafa Seyed, said the situation in the Saharawi occupied territories, where the Sahrawi citizens are subjected to systematic violations of human rights ". He also condemned the wall of shame that separates the territory and people of Western Sahara ".
