Bir Lehlu (liberated territories), 31/12/2008 (SPS) The President of the Republic and Secretary General of the Polisario Front, Mohamed Abdelaziz called on the SG of the UN, Ban Ki-Moon and the UN Security Council demanding that Morocco "immediately stops its ongoing military offensive in Western Sahara as well as the resumption of negotiations between the two conflicting parties for the implementation of Security Council resolutions."
"We urge you, Mr. Secretary General, as we call on the UN Security Council, to bring to an end this escalation and exhortation of war and to persuade Morocco to immediately stop its ongoing military offensive in Western Sahara and to act in response to your recommendations for an immediate resumption of negotiations between the two parties of the conflict for the implementation of Security Council resolutions, "wrote the President to Mr. Ban in a letter received by SPS.
President Abdelaziz wrote in a letter to the Secretary General of the United Nations at the advent of the New Year 2009, conveying his greetings, best wishes and hope of success of his noble mission for peace in the world in line with principles of the Charter of the United Nations ".

"Mr. Secretary General,
I would like first of all, on the eve of the New Year 2009, to convey to you my warmest congratulations and best wishes of good health and success in your noble mission for peace in the world in accordance with the ideals and principles of the Charter of the United Nations.
Mr. Secretary General,
In recent days, it was noted that a large concentration numbers of machinery including bulldozers and trucks in the north-eastern border of Western Sahara with Morocco. But today, it is clear that it aims for a military objective declared by Moroccan army, in violation of the terms of the ceasefire in force since 06 September 1991.
Indeed, the Moroccan army currently undertakes, in the region of Mahbés, north-east of the territory, a major reconstructions and reinforcements of the military wall surrounding the occupied territories of Western Sahara. So far, the works include the elevation of the wall more than five meters in height and upgrading and strengthening of the military bases, legions and units have reached more than 10 kilometres inside the territory of Western Sahara at the point 27 º 35 ' 661 North and 08 º 46 '622 West.
While the agreement of ceasefire between Saharawi Army and Royal Moroccan Armed Forces on September 06, 1991, and the later military agreement No. 1, made it clear that both parties are obliged to respect the rule of the situation before the cease of fire and thus prevented any strengthening or building up of their respective military. This new provocation of Morocco is a serious violation of the truce supervised by the United Nations which is unacceptable.
Morocco can not indefinitely defy the international community by refusing dialogue and negotiation, by ignoring the rules of international law which respect the rights of the Sahrawi people to self-determination, a prerequisite for the solution of Moroccan-Sahrawi conflict and violates, with total impunity, human rights in Western Sahara, as has just been recalled, in their latest reports, Human Rights Watch and before it the Office of the United Nations High Commissioner for human rights.
Also, we urge you, Mr. Secretary General, as we call on the Security Council, to seek to put an end to this escalation and this exhortation of war by demanding Morocco to immediately bring to a halt its ongoing military offensive in Western Sahara and to respond to your recommendations for an immediate resumption of negotiations between the parties to the conflict for the implementation of Security Council resolutions.
